Even a topical treatment like formalin is not enough to remove risk. Hexamita and Tetrahymena are parasites which can live relatively harmlessly in the gut then become major trouble if the fish are stressed. This gives the potential to get through a short quarantine.
I think putting fish in with axolotls is usually a stupid idea. Both these parasites probably have the potential to colonise and harm amphibians.
