I think you should actually be proud that he's taking so long to morph: that means his environment is excellent and he feels no rush to hurry and get to a better one. In the wild, they morph quickly because their ponds dry up and they have to get onto land before they dry up.
If he's still got bumps and a gill opening, there's no harm in keeping him in the semi-aquatic setup still. Once he starts choosing land all the time, you can move him to your new setup. Make sure your coco fiber is moist all the way through. By the looks, it's really dry.
You can't ruin coco fiber. Dump in a couple cups of dechlorinated water, let it stand an hour, mix it up well from top to bottom.
