Iv looked into this quite a lot since I saw the original post. The issue isn't with one off breeding but people who breed and sell many times and who are making a business from it. If it is profitable or not.
I have it on good authority that my local council is trying to crack down on unregulated breeding of aquatic animals. It is a grey area of how the law is interpreted. I see many people on social networking sites like Facebook who are constantly breeding fish and other aquatic animals and selling and also buying loads and selling them, I.e running a unregulated business. In some ways I can see it being a good thing, for the welfare but I can see it being more due to taxable income. We all know the government is cracking down on anything that can be taxed.
