When ice forms on the tank.
Adults can easily handle dips down near freezing, and many people have reported having ice skim the surface of the tank with no ill effects. They usually don't eat much when they're that cold. Some animals are just as voracious as normal down to 10c or lower, and show no signs of issue. It's probably all a matter of individual physiology.
Many wild species (especially aquatics) are active all winter. I have a great video of a Noto swimming under ice.
