Is 15 degrees too low a temp?

When ice forms on the tank.

Adults can easily handle dips down near freezing, and many people have reported having ice skim the surface of the tank with no ill effects. They usually don't eat much when they're that cold. Some animals are just as voracious as normal down to 10c or lower, and show no signs of issue. It's probably all a matter of individual physiology.

Many wild species (especially aquatics) are active all winter. I have a great video of a Noto swimming under ice.
 
These are my Temperature Standards based on how my axo's liking:

4C to 8C - cold enough to kill most non-beneficial bacteria, slows axo's metabolism, slows beneficial bacteria metabolism, GOOD for recovering axos.

9C to 14C - beneficial bacteria are in good/okay metabolic action, some non-beneficial can live (infection is prevented from regular/standard tank care). Axos actively walk around starting 9C, but they actively swim around closer to 14C.

15C to 20C - Metabolism is faster here but still okay for axos. Most microbial can survive around this temp so if you have em in these, CARE FOR YOUR TANK!!!

21C to 22C - WATCH OUT, you're too close!

Above 22C - why the hell did you buy an Axo???
