axolotl turning upside down!

my axolotl is very sick. there was a rise in ammonia in his tank so I put him in a hospital tank until i can cycle it. he Is not able to swim to the top anymore and keeps turning on his back. he seems to be barely breathing. is there anything i can do?

he also has his mouth open constantly. small gills and I can't tell if he's breathing anymore

add 2g/l non-iodised salt to the water in the hospital tank, change water daily, feed at night (if he will eat) change water in morning, give 10 minute daily methylene blue baths (half fish dose), if he starts rolling over reduce water level to prevent involuntary rolling or floating.
