My primary concern with an all-out ban is that it will just sweep the potential problem under the rug and push the trade underground. I think this is why it is critical to voice possible solutions in your letters. Let them know there are options many hobbyist can agree to, like mandatory testing or a certification process.
Also, is it too soon to discuss what preparations should be made if these changes are passed? Where do we need the hobby to be before any of this goes live?
