What is this?!

This has happened before, but I cleaned it up and thought it wouldnt return as it was while I was trying to cycle my tank.
Now I have noticed it is back, and a lot bigger than I last remembered. Is it some sort of bacteria? is it normal? it only grows in that back corner directly on the glue that holds the tank together. I have also noticed there are little specks of it on the fake plants.

Bear in mind that this is all in the area where the water flowing out of the filter re-enters the tank water.

I cleaned up my tank and did a 30% water change as it took a while to suck its remnants out of the water with the siphon. I also replaced the top filter wool layer in my filter as it had sucked up a lot of this weird stuff and I couldn't clean it out.
Now the water is the cloudiest I have ever notice since doing the weekly water change.

Should I be worried?

It's brown algae. It's pretty common in newly established aquariums. It's not dangerous, just unsightly.

The best way to treat is elbow grease and decreased light.
