Question: What is causing this?

I have noticed this in the tank a white coating on cork bark. Could it be waxworm?

I suspect a small spider has made its den on the densest part. I have no idea what species, or even genus, this kind of spider is, but i´ve seen the same kind of thing a number of times, and it was always the same type of spider (i´ll leave it at "type" xD).
