Weird film?

there's some weird film on top of the water in my chinese fire belly's tank. i just cleaned all their stuff and put in in a smaller tank cuz it was way too big for them and for my room...anybody know what it could be? and if its harmfull?

colorful? like, iridescent?

its not really iridescent, but if i move the water around with my fingers it rips up into little white floppy things in the water...and it makes bubbles too...

Have you checked the water's hardness and pH? Hard water sometimes foams to form a film.

I have had the same thing happen in my tank in the past. Is the water getting aerated in any way? I had my submersable filter totally underwater, and this happened. Then I put the filter upright so it would bring water above the surface and pour back in. I could see lots in tiny air bubbles, so the film went away.
