Water levels and grime on tank walls

Hi all. Two questions here:

1. My axolotls have grown quite large now - around 18cm - and I have them in a 96-litre tank. I have the water level to about 25cm, as the guy in the pet shop said I wouldn't need it any higher. This brings the water volume to (25cm x 60cm x 35cm) about 52.5 litres. Is this enough for the both of them? Or should I upgrade the tank? They seem happy enough.

2. I've noticed the insides of the tank walls getting grimy brown streaks. I don't really want to scrub all the good bacteria off the insides of the tank, but I do want to make it look presentable. Am I upsetting the balance of the tank by cleaning the inside walls?
