Tiny gills

Me friend saw a sorry looking axie in a shop. he was in a tank filled with gold fish and gravel on the floor. knowing that i have axies she rescued him and brought him round mine, atm he is in a hospital tank. hes eating but i havnt seen him poop yet. my question is he has basicly no gills, not the fluffy bit but the gill storks. will these grow back, could the goldfish he was housed with bit them off ?
 
Im not sure if they'll grow back (they probably will) and it's likely that the goldfish caused this damage.
 
Gills do look like that on the pet shop axolotls, they are abused pretty badly. I saw one at my LFS, same thing. Warm tropical water, gravel substrate, in a huge waterfall setup that had a ton of current in shallow water. Poor guy barely had nubs on his head

That being said, I would rather watch them die in the shop than support a business like that because they will keep on doing it. That is the pet industry I suppose, there are many casualties for our amusement
 
after a shouting match with the woman at the store my friend got him for free, we are now looking for someone we can report this to, as it wasnt just the axolotl in bad shape.he did swallow stones and has passed 3 so far, but no actual poop just stones
