Question: Tiger salamander heater for the winter?

I have a tiger salamander who's tank is in my bedroom in the basement. In the winter it gets very cold down there especially at night time. I'm worried that my salamander might get too cold and freeze overnight (we don't have much heating in the basement). I got him a "Reptitherm" under the tank heater that says it should work for reptiles, amphibians, and some small animals. Is this a good idea? Would it fry him? If it is a good idea, what should I set the temperature to? The range is 4-24 watts.
 
I personally would not use a heater unless the air temp reaches freezing point. My tigers have overwintered in a shed ( unheated and minimal insulation) throughout winter and are fine.
 
Unless you think the substrate will freeze solid I would not use a heater.
