Tank set-up for baby axies

I'm currently using 10G tank for the babies and and going to change the tank to 20L. Since they are like 1.5" size, I'm wondering if I need to keep the water fully in the 20L. Also, to cool the tank can i use the frozen mug the one you use when you buy beer and want to drink it right away? Do I have to worry about the mug might break, the water inside it might leak, and it will ruin the cycle of the tank? Any other info about baby axies are really appreciated. Thank you.
 
I would use bottles of frozen water, at least if they break they only leak water not some form of chemical coolant.
 
You can use those frozen ice packs, not sure what you call them in the States, and seal them in plastic bags before floating them in the tank. The same could be said for the frozen mug, but you have to be consistent with maintaining cooling temperature. By putting the frozen mug in, once it melts you should replace it otherwise you'll have fluctuating temperatures which will stress your animals.

If you use the frozen bottles method, make sure to use dechlorinated water in them and fill the bottles 3/4 way up before freezing (as it expands). Same thing applies before it melts completely replace with another frozen bottle.

An aussie owner had used bottles of frozen tapwater in his tank for cooling, a year or so back, one of the bottles burst/leaked into the tank and his axolotl died.

You don't need to fill the tank to the top. But more water makes for a more stable environment. Halfway would work fine I think. How many babies are you raising?

Have you tried using a fan blowing across the water, rather than cold packs? It provides more constant cooling. Also, if you have a cooler place in the house to keep the tank, that's also a good approach. I'm not a big proponent of the cool-pack method, unless it's really the only possible way to bring down the temp.
