Tank not cycling

My tank crashed in June and I have been trying to cycle it ever since. I have 2 axolotls in the tank, which is 120L and I am doing water changes every day, (about a third of the water). I use tap water conditioner every time. My readings are

Ammonia 0.5 - the ammonia reading is ALWAYS the same
PH 7.6
Nitrite 0
Nitrate between 0 and 5.

I also keep checking the actual tap water to see if that has ammonia in it, when it does I detoxify it. The filter I have is for a 100L tank (mine's 120L). I was told it should be ok but could this be the reason the tank isn't cycling? There seems to be a bit of brown flake that settles at the bottom of tank and in the axies hide holes etc that I try to syphon out daily. The axies are 9 month, eating ok, I give them 1 dendrobaena worm each, every day. I would appreciate any help. Thanks.
