Okay, so my lotl's tank is in the the dining room area, which is in the vicinity of the oven. It's not super close or anything, but it gets warmer in here. I've noticed in the week and a half since i've had him that the water temp has been creeping up. I live in Minnesota so it is cold outside, but our heater is only set at 60. I have one of those thermometers that go on the out side of the tank, and I was wondering if it is the thermometer that is feeling the heat from when the oven is used, or if my tank is really fluctuating because of it. What do you guys think?

Is it one of those stick on ones? I have one of those and have noticed that if I hold my hand against it for any length of time it registers the heat from my hand so it will almost certainly register the heat from your oven.

Yes it is! I mean, we don't use the oven vary often, so I don't see how it would affect the tank so quickly. So do you think that is the problem then? Should I be worried? I'll buy him a new thermometer if I have too. I just am not sure if my pet store sells them.

Probably. How big of a fluctuation are we talking and how rapidly? Does it only change if you have the oven on?

Try putting a thermometer next to the tank and see if that registers temperature changes too. I know I stuck a thermometer in the water in the middle of my tank and it was colder than my stick on thermometer indicated.

I wold get one of the glass internal thermometers, this will eliminate any external heat source and tell you the temp of the water in the tank

My tank already had one of the stick on thermometers & in my opinion they're rubbish.

I bought a glass one & found it difficult to read as well as to know the exact temperature reading. I've since found digital thermometers that we're reasonably priced $13.50 AquaOne brand & incredibly accurate. I bought another one the other day to keep an eye on temp in fridged axolotls water - inserted the probe thriugh a hole in the lid & suction cup stuck the probe to the Tupperware & I suctioned cup the digital read out to the fridge wall so I could see temp without disturbing the Tupperware.

The temperature on my normal tank thats in my kitchen changes quite a bit (by a couple of degrees C throughout the day), it's interesting to see how the temp can change & the things that can affect it, even leaving the exhaust fan on in my kitchen affects it so your oven could very well be messing with the temperature o_O I highly recommend going digital :)
