Tank big enough? Need opinions!

Well, I have one juvenile Chinese fire belly newt and he is very healthy and happy in a 37 litre tank. It is 50 cm long, 30 cm high and 25 cm wide.

But I have one problem. I setted up a glass divider, which is placed in 1/3 of the tank. But you see my water area isn't that large. It is only 16.5cm high, 32.5cm long and 25cm wide. So, It's roughly 12 litres (3.17006463 US gallons)

The land area is 16cm long, 16.5cm high and 25cm wide.

Azhael gave me some brilliant information (which I really appreciate!), but you see, I need different opinions on this matter.

I think it could be OK to keep one small newt in a tank with this amount of water area, but only if you are really attentive to keeping the water area clean. I would expect that you need to remove half of the water and all debris every week. And of course you have to be extra-vigilant to never leave any uneaten food in the tank for more than a couple of hours.
