Strange Gill Tips

My axie has had strange looking gill tips for about a week. I tubbed him (0 ammonia, 0 nitrite, 0 nitrate, 65 degrees) with two 100% water changes each day. I also started tea baths twice a day since Monday. I originally thought this was a fungus, but now I'm not so sure. I've tried gently rubbing it, and it definitely seems attached to his gills, not just debris stuck in there. Does anyone know that this is? Should I change treatment or stick with the tea baths? Any help would be greatly appreciated!

View attachment 86855 It almost reminds me of some sort of larva. Is there any chance a parasite could have gotten in there and attached to him? This is a complete guess. I would suggest trying to find a vet in your area who could take a look and make a more educated recommendation.
 
I can't think of anyway a parasite could have gotten to him. He is fed worms (from the pet store) and pellets, and the water is just dechlorinated tap water.
