Sick ornate horned frog/prime declor maybe the issue

I have had this young frog for a few months. he seemed very heathy and robust. However soon after i changed his enclosure from spag moss with a water bowl,to just a few river stones and water in a five gal half tank. he has seen better days. btw i used prime to dechlorinate a 5 gallon bucket of water.Ive seen this happen before with other horned frogs I've kept however i was out of my usual product for frog waters called (declor). i must kno how to save this frog. Is there hope ? what type of treatment would i do to bring him back? rt now he won't feed and seems to be basking under the light with eyes closed. he also has a waxy look to him. I've seen this before then lost the frog. could it be this fish declorinator called prime/:eek::eek::eek::eek:
 
What is the pH of the moss substrate you are using? (test this by soaking it in Distilled water overnight and then using an aquarium pH tests.)

Are you using an off the shelf moss product that is unnaturally green?

What are the temperatures in the enclosure?
 
Prime is fine. In fact, I think it is one of the best dechlorinators.
 
I am wondering whether he is drying a little and not shedding as well as he should. With just the river stones and bowl he is either in the water or out of it. This species also likes to burrow and hide.

I would add the moss back in, however these frogs are all mouth and can get compacted with moss, so I would make sure that he is fed in a separate container if at all possible.

Maybe some substrate too that he can burrow into.

Also, temp is important. i don't have the guideline temps but know that I have used under tank heaters to help raise the temp and humidity a little.
