I am planning to switch my 30 gallon tank out for a smaller 20 gallon soon for my axolotl, so its easier to clean and keep an eye on him (hes only about two inches now). I read somewhere that using a sponge filter will help him and his gills grow fast. Is this true? Is it worth getting

Definitely get a sponge filter- I find all other filters tend to have too much water flow/current for axolotls
And it is always super important to filter your tank! Having a filter sets up good bacteria colonies that keep your tank healthy and clean, and they are super helpful because they keep the water pretty steady when you do water changes
A good quality sponge filter and a powerful and quiet air pump are totally an investment you should make for you and your tank :)
