So I have had hatchlings for almost 3 weeks now, and they are growing fast. today I noticed that 2 of the 11 died and the rest are hanging out by the top of the water. I assumed it was due to low oxygen so i have had the bubbler running to pump more air into the water. anyone have a reason why they are acting like this?

You will probably recieve some more reliable help if we know what species of salamander this is... it's always better to be as specific as possible.
