I have a tank set up with live plants that I am currently fishless cycling. The axolotl I am introducing to the tank is not arriving for another two months, I am curious if it would be ok to provide the plants nutrients in the mean time with root tabs and flourish excel until I get the axolotl, which will then naturally provide nutrients.

due to the ingredients of some root tablets it may not be wise to use them, some contain chemicals such as copper sulphate (seachem flourish for example) which your axolotl may encounter whilst digging around.
flourish exel is meant to be a source of carbon (although ingredients are a trade secret) it is debatable as to whether glutaraidehyde (liquid co2) is safe being used in axolotl tanks.

I was planning on going through the sand about 2 weeks before arrival to make sure there are no tab remnants and stir up all the sand to try to get most chemical remnants into the water and do some heavy water changes leading up to their arrival. Should I still avoid do you think? I am using seachem flourish tabs by the way.

if you have already used them then a thorough clean through plus using activated carbon will be required otherwise avoid using, seachem flourish tabs contain copper sulphate among other chemicals.
most cold water low/moderate light plants have low nutrient requirements.
