Paddle-tail tank cooling.

I have a paddle-tail newt and I am need of a tank cooling solution that doesn't involve lowering the ambient temperature of the whole house. I live in Las Vegas and it's becoming difficult to keep his tank below 73 degrees Fahrenheit. Continuously adding cold water is tedious and potentially expensive. Any ideas?
