Neoteny in C.cyanurus?

I have raised several C.cyanurus eggs which I got in June. All of them have been morphed for almost three months except for one. This one has not lost his gill size at all and his tail loss some mass but hasn't changed in weeks.

Is it possible for these newts? Is it possible for it to just be going through a longer morphing process? Is it too early to tell?

I think it's just taking longer to morph. Some of the cyanurus take a really long time. Six months is not out of the question. If it were neotonic, its body shape would look like an adult, but it would still have gills.
