Question: Need a yes/no answer on air pump

I've been using a setup of an air pump and a filter in my 3ft tank and lately the pump has been so noisy I am sick of it. So yes or no, do I need it if I have a filter?

Does the filter need to basically make the water move slightly on the surface to be effective as an oxygenator? I am worried I'll make the axolotl ill without the pump on now.
 
Its up to you . The filter helps maintain water quality, it is optional rather than essential.
 
Axolotls will gulp air if they need to. An air pump is not essential.
