1. You must have a valid Nebraska Fishing License
2. Applicable law is Nebraska Administrative Code Title 163 Chapter 4 Pages 92 through 92c
3. Scientific Permits are available

Pages 111 through 115 of the PDF file contain the above stated regulations.
I am writing the state to find out the procedures and fees for Scientific permits. I will update when I have more information.
