I'd be worried about the size of some of your pebbles. If you use stones, they need to be much bigger than your axolotls head. You'd be amazed at the size of rocks they can swallow! They're also difficult to clean amongst. They'll hide a lot of waste, which can mess with your water quality. Most people here recommend sand as a substrate.
 
Okay. My axolotl will be small for quite some time yet. When it gets biger I'll maybe change it to sand
