My axolotl is anorexic??

I have 2 axolotls, I have had them for about 4 weeks, i purchased them when they were about 2.5 inches, one of theme is now almost 4 inches but the other is still 2.5 inches and is really skinny. I feed him earth worms twice a day and he still looks really skinny and small.

Can you add some pictures of both? Preferably both side-view and top-down. Also, what specific type of worms are you feeding them? Earthworm is a very broad category
