Question: Layered Substrate OK?

Ok, I have set up my 55G tank and am venturing into the world of Axolotl, I have already set up the tank but after doing research have realized that the substrate that I currently have in my tank could be problematic in that it could possibly be eaten by the axie on accident and could result in death. I have contemplated some ideas on how to fix this problem without completely starting over and I was wondering if anyone has ever had medium sized gravel then laid a layer of sand on top? My tank has already been filled with water and there are plants growing that have already rooted and the tank has been cycling and I did a conditioning treatment and everything. Would it be ok if I just put a layer of sand on top. This is what the tank looks like now. I am also waiting on some slates to come in that I ordered to have some hiding places as well.

Axies like to dig, so no.
If you transfer your plants to little post they should be OK, then bury the post in the new sand.
