Larvae stopped growing!!

The larvae hatched 13 days ago today, they all seem healthy and are ALL eating, they are being fed daphnia twice a day as they are very hungry little babies :) i introduced them to some small bloodworm and ate that fine but i found daphnia a much easier and better option for the little ones, less water changes therefore less stress, i have approx 70 babies and they are in a heavily planted 2.5 foot by 2.5 foot tank but only about 2" high of water so they can get to the daphnia easier, the temperature is between 19-21 degrees. I have a very small (2cm sphereical) airstone in the tank to create some oxygen.

The problem is they dont seem to be growing at all, and i cannot see any indication of their front legs coming through!!!

What am i doing wrong!! Is there anything i should change or am i missing something out?? Or cud it just be down to the parents and the larvae have something wrong genetically!!! The parents were a male wild type and the female a golden albino, this is the first time they have bred and produced eggs, all eggs were white when layed but all hatched as black axies!!!
 
Your larva are fine. As long as they're eating well they will develop legs on daphnia. It's very hard to see their growth early on and even harder to see any limb nubs because they are so tiny. Just keep feeding them, usually as much as they can eat in 15 minutes, and wait and see :)
I didn't notice the limb stubs on mine till they were 20ish days old because they are so small as larvae.
 
Keep daphnia in their tank 24/7 and they will grow very rapidly.

Ok thanx very much for your replies, the daphnia is in the tank 24/7, i do about a 30/50 % water change every 2/3 days, i was just a little concerned as everywhere i read it says they have promenant limb buds from 8-9 days after hatching, but ill just be a little more patient :)
