We have a fast growing axolotl, Ponyo, who is about to outgrow her 10 gallon tank. I'm wondering if as a temporary home, she could live in a tote (with a filter and aeration of course). We just need something bigger until we figure out our aquarium situation. Advice/concerns with this?

Axolotls can live in about anything; as long as the material the container is made of isn't toxic to them.

Many people use Sterolite brand, and I'm currently using Rubbermaid :)

So most plastic containers aren't toxic, correct?

Most - if it's food grade you can be certain, as some plastic containers can have chemicals such as algaecides added. Look to see if it says it's non-toxic.
