Juvenile tiger with cloudy pupil...

Hello friends, this guy is active and eating like crazy but two days ago i noticed that the tips of his eyeballs have spots on them like he's going blind or something. Have you guys seen anything like this? What can i do? First thought was a shed but im positive its not that cause he has shed since. His roomate is fine. Since they just morphed ive had them in a shore line encloser. Im thinking water quality but i change it out everyday and his buddy is fine. I know they are terrestrial and plan on moving them to topsoil. It was a bare bottom tank with a hide angled so there was water about an inch on one side. Any thoughts?

Move him to a terrestrial set-up now....he should not be in water. Proper husbandry is the first key to avoiding disease and illness.
