Ok, so basically he crawls and swims around at the bottom of the water, with a water depth of almost an inch. Should I now use the whole 37 liter volume of the water?

You could raise it a little at a time and see how he does.

When I am going through this process. I raise the water level weekly 1/2 gallon to a gallon(approx 2-4 liters) a week. Make sure in the early stages you have plenty of haul out points.

Cheers I have raised the water level up to 9 cm now, he seemed so depressed with a tiny bit of water
