Question: Just a thought...

You could, but the risk of disease transmission is quite high between two amphibians, versus between amphibians and fish.
 
My guess would be that the type of diseases fish may spread amphibians may not be susceptible to, whereas amphibians could very likely cross diseasesto eachother because of the genetic make up. Thats just what I would guess, though
