are these rocks ok for axis?

Depends on how big your Axolotl is. I can't really tell the scale of the rocks from the picture, but if there's even the slightest chance your Axie can fit the rocks into it's mouth, then no it's not okay.

But if they're significantly bigger than its head then yea, should be fine as far as I can tell.
