Ho Jodie.
Your axolotl will not need a heater. They actually prefer to be cooler.

Hi there,
I'm not an expert by any means but I've noticed that mine have quieter days from time to time. Sometimes they are very active and go patrolling up and down their tank and other times they doze in their hides for hours at a time. Xenophon must have spent the better part of twelve hours in his flower pot hide the other day! As long as they are eating and your water parameters look good then I shouldn't worry too much. Give him a week or so and I'm sure he will be his usual self.
All the best,

Axolotls are very "boring" inactive creatures most of the time hehe :p They get used to your hands and some even seem to snuggle up to your fingers. Not moving much is what they do best. OH and eating...they do well with that too

And the cooler the better for axies.
