Illness/Sickness: Is lottie ill

It's been over 30c hear today and I've really struggled to keep lottie cool today :-( just gone to give him his tea and noticed this white patche on his nose :-/
Does anyone know what it is please.
The water quality is fine but temp has been 24c most of today
