Your tiger salamander will not utilize moss, other than to possibly burrow under it. They prefer to burrow underground. Any decorations you add will be solely for your benefit, not your tigers.

I keep my tigers in cocofiber/topsoil, with a half log (that's never used), and a pile of silk 'autumn' foliage. They are almost always in the middle of the tank, buried in the substrate. I keep other fossorial salamanders with half-cup caves (a plastic cup, cut in half lengthwise, the tigers are too big for the cups I have), and almost always find them buried under the water dish or randomly in the substrate.

In fact, I have a recently acquired blue-spotted salamander on plain coco fiber with a half-cup cave. He uses the cave sometimes at night. 90% of the time, he's outside of the cave buried in the substrate.
