Ideal water depth

What is the best water depth for fire belly toads? As of now there are no toads but the maximum water level I can provide is 3.5 inches. Its a 55 gallon tank with a center island that will be holding several inches of soil. I could have the water deeper but I would have to raise the land higher above the water. Does water depth affect how often they will breed?
 
Also what would the best filter be for that water depth? The tank holds around 10 gallons of water with the depth at 3.5 inches. It will be filled with aquatic, semi aquatic, and terrestrial plants. My thought was that I could get away with a few sponge filters, but how could they be modified to work at that depth? Finally what is the easiest way to change the water? Thanks
 
Well this brings a question to my mind, do I have too much water? I have a 20L, I have about 6 inches of water because the water fall requires 4-6 inches to run properly, my FBT's do have plenty of rock surface and plant surface to hang out on, but do I have too much water?

Yeah I've just ultimately decided that my water depth will be fine (through research, ect.). I might just try to make it deeper just to make water quality more stable (more water volume), and possibly to better accommodate some sort of filter.

I think the way you have your tank set up (rocks, plants, ect) makes your water depth perfectly fine for the toads.
