i was skimmimg for newts in a pond in NY, U.S.A., to see if it was populated. I'm not kidding, every square foot of that pond had two newts on it, and this was no small pond. it was almost a lake. but once o found one like no other. when ilooked at it it didn't look like the normal NVV in this pond. then it hit me. not literally. it was a CFBN hybrid i believe. it had to have been because it looked normal, except for spots on his belly that resembled NVV. somebody must have released a few of there pets, and now they have a whole population of hybrids.
 
Sorry - But I don't believe, that two individuals of different genera can mix...

it might have not been. it could have just been that they ate something unnatural. it was probably interbred with something else. but it was in the middle of nowhere! maybe it was something else. i was going to take it, but i lost it when the container tipped. it had all characteristics of CFBN except the belly had really minute spots on it.
 
I wouldn't totally rule out intergenera hybrids as they do happen between other species (and yes they can be fertile if the chromosome number match such as kingsnakes (Lampropeltis) hybridizing with Corn snakes (Pantherophis).

That said, it is very very unlikely as the cues needed for reproduction in Cynops are very different than those needed for Notopthalmus. Until I see pictures it sounds like you have located a dark Notopthalmus.
