Use your syphon to help clean the sand, and also disturb the sand/mix it up a bit. The algae will be less noticeable on the surface of the sand and more will be in released into the water to be dealt with by the filter.
Do you know what is causing the algae? Dealing with the source is better than frequently having to deal with algae on your sand.
If you do monthly cleanings on your sand you can control the problem. Just use a syphon just like Donna said above. Also if your aquarium is near a window or in direct sunlight, this could encourage Algae growth ?
Red cherry Neocaridina shrimp (and all neos) are pretty good algae eaters, and they actually clean each little grain individually. I imagine that they will probably get eaten quickly, unless you have a lot of plants for them to hide in, though.
You can control algae in general by blocking any direct sunlight, like JordynG45 says, by keeping the lights on a timer, with a normal photo period, by adding floating plants to provide shade, and by keeping nitrates and phosphates low. The plants can also help with that, along with regular partial water changes.
