First thing I have to say is that clamp light has fire/electrocution hazard written all over it. Do you have a lid on that tank? Newts and sals are expert escape artists, not to mention that not having one makes that lamp even more dangerous.
Also, what sort of bulb do you have in there. It looks like an incandescent which will just heat up the water. That's something you certainly want to avoid. You'll want to switch to a compact fluorescent bulb or a regular fluorescent fixture to keep the heat down. You can easily buy a regular household compact fluorescent bulb for $2-$3 to put in that fixture.
As for newts, what do you want to keep? Pretty much any newt would be at home in their. Do you like Triturus marmoratus? Maybe some Taricha as suggested Notophthalamus or a Pachytriton sps. would work also. You get to add your favorite newt now. Make sure you get what you want.
