That´s a larva of some salamander, hard to tell, possibly Desmognathus sp.?, it´s an entirely aquatic creature at this stage and you should not be picking it up out of water, you are stressing it and risking it´s health.
 
I'm thinking P. ruber, but I wouldn't bet my last dollar on it!
 
I think it is either a Desmognathus or Eurycea species, however, I'm leaning towards Desmognathus.
