Help with cycling?

So, I got a problem

my cycle was coming up very quickly and I was super happy, had some problems with the filter but now that it's fixed it boosted the cycling even more

I just added sand which didn't seem to affect it

I'm following this: The (almost) Complete Guide and FAQ to Fishless Cycling - Aquarium Advice - Aquarium Forum Community guide to cycle it and I'm at step J)

the thing is since 4 days I have done 3 50-60% water changes with no result.
my ammonia drops and I bring it back to 4 every like other-day or so
but the nitrites and nitrates are off the chart and won't go down whatever I do

should I continue doing PWC? because I feel like what I'm doing is useless...
 
It probably just needs more time. The bacteria that convert nitrite to nitrate take longer to colonise. This is the same cycling instructions I followed and it stayed like that for ages. All of a sudden you will notice nitrite has dropped dramatically. Then a few days later nitrite was gone. One more ammonia top up to be sure and next day, no ammonia or nitrite. You can continue to do partial water changes occasionally. It will get there.
 
That is a really good guide to get you started, however if you are doing a fishless cycle, you dont need to do any partial water changes until your ready to put your axie in.
This means that when your tank can clear 4ppm of ammonia in 24 hours, you start the 50% water changes to reduce the nitrAte.
Just add a little ammonia daily (whilst doing the PWC) to keep feeding the bateria rather than a whole 4ppm worth, and your nitrAte should go right down with a couple of days water changes :D
