Help- Swollen cloaca and missing leg

My 5 month old juvenile lost a leg (no nub left at all) to a tank make almost 2 months ago. At that time I took him out and put him in his own container to regrow in peace. While he has grown in size( 6-7 inches now), there has been no change in the leg coming back. He also developed a swollen cloaca. He eats incredibly well and passes waste, so I didn't think it was constipation, however he does seem to float. Because of the lack of leg, he floats more so on one side and struggles to swim straight. Some of the others who hatched with him and were pulled out to individual containers have regrown limbs (although not completely yet) in the last 2 weeks. I am getting worried that he has shown no change. Any ideas of what to do to help would be greatly appreciated!!
 
Didn't have my login info on the other computer, so took me a while to get back on- oops!

He is still legless, has a slightly enlarged cloaca, is eating TONS and passing that food. He occasionally flips over for a fraction of a second and I got the best picture I could of the lack of leg stump. When it fell off months ago, it was flush with the body as it still is today. I have been doing daily water changes with him with aged water since he is in his own smaller container. He doesn't sit completely at the bottom and is typically half floating throughout the day.

Any suggestions would be greatly appreciated since he has now become my favorite little one :)
