Help! Rough-skinned newt acting weird and upside down.

I caught 2 rough-skinned newts from wild legally last week. Having them in a 24 inch * 11-inch tank. One of them acting weird.
The first 2-3 days, the newt swimming well in the water, and sometimes walk around on the land. Looks pretty healthy.
However, from 4-5days after, he sometimes spinning several times when he swims. It looks it happens when he attempts to swim toward the water surface for breathing.
The next day from he spins, I found he was laying the bottom of the water upside down. I put him to the land but he back to the water. When I found him at the bottom of water 2nd time, I decided to separate him from the main tunk to low-leveled water tunk with moss and rocks.
At the isolation tunk, he sometimes walking around, but the walking is weird. He often slips and upside down (and he fix that himself).
He looks definitely unhealthy than when he comes. In addition, he'd never eaten anything for 1 week.
The other newt looks healthy and he ate live blood worm, leptmin, and law chicken liver.

    Dear All, I would appreciate some help identifying P. waltl disease and treatment. We received newts from Europe early November and a few maybe 3/70 had what it looked like lesions under the legs- at that time we thought maybe it was the stress of travel- now we think they probably had "red leg syndrome" (see picture). However a few weeks later other newts started to develop skin lesions (picture enclosed). The sender recommended to use sulfamerazine and we have treated them 2x and we are not sure they are all recovering. Does anyone have any experience with P. waltl diseases and could give some input on this? Any input would be greatly appreciated! Thank you.
