I filled a 20 gallon tote with water and let it sit for nearly 24 hours. Then I used this to change the axolotls water. Realized that I forgot the stress coat. Now, I am filling the tote again and adding stress coat. Do I HAVE to wait 24 hours, or can I change the waters. It may be too cold, should I adjust the water temperature from the faucet?

As far as I'm aware I wouldn't worry too much about missing out the stress coat, I don't use it with my water changes and my axies seem to be fine! Is the stress coat a dechlorinator too, in which case if you wanted to change the water again to include the stress coat it should be fine to use without waiting another 24 hours.
Regarding the temperature of the water you are adding, unless it's below 16 degrees I don't think you need to worry as the axies like colder conditions. Though if you are doing 100% water change for some reason a sudden drop in temperature might stress them out. I use water direct from the tap/faucet (with dechlorinator) for partial water changes and just add it slowly, the axies seem to like it and come to have a look at what I'm doing, sitting near the incoming water flow!
I am a new axolotl owner, so if I'm wrong in anything I've said here I'm sure someone will correct me.

Thank you, I have been anxiously awaiting a response. Yes, the stress coat is also a de-chlorinator. It is called API (Aquarium Pharmaceuticals) Stress Coat +. It has some aloe vera. The product removes chlorine, chloramines, & ammonia in tap water. Replaces slime coat and reduces electrolyte loss. I do not mean to sound like an advertisement, I am just being thorough for search and answer purposes. Some of my juveniles are stressed and I thought maybe it was the water.

If your water has only chlorine (not chloramine) it will be just fine. The chlorine is gone by now. If your water has chloramine (or you don't know if it does), just add the stress coat directly to the tank right now. No need to repeat the water change.
