Fire belly newt metamorphs not moving

They seem to be completely inactive but do still seek food and eat. Usually when I touch or move a plant they are in they move quickly, it seems like they when I try to move them with a piece of plant they do nothing. They just generally seem stiff. Any ideas. I'm so concerned that when I wake up in the morning that they are going to be dead. I've lost 4 today. But have changed the tank and all the water

The inactivity sounds normal, but why are metamorphs being kept in water? It's not clear from your description what's going on, but it may be that they need a different type of setup.
