Fine or sick

my axolotl [6cm] he[she] like to move his gill backward and then back to the place then do it again but not all day my tank is small and doesn't have any filter or pump.

That sounds normal- they flick their gills like that purposely to move the water around. It circulates the water a bit so that water with more oxygen comes to them, instead of them moving to a fresh spot in the tank. They're lazy creatures

That is fine. When they are young, they don't need filter and pump, so long as the water is refreshed daily. As he/she gets older, you will need to get a filter. When they get into a well established tank with a filter, they are very happy and easy to look after if you follow a few simple rules
