Filter not Working?

Hello everyone, question about my filter.

This is my first water animal, so I'm not really familiar with filters, and I'm worried mine isn't working. The water in my axolotl's tank is fogging up so badly, that I have to do nearly a full water change every 3, or 4 days. Which I'm okay with doing if that's what it takes, but everything I've read says a 10, 20% water change every week, which is A LOT less than what I've been doing. Not to mention, changing that much water all the time, cannot be good for the good bacteria culturing in there.

So I guess what I'm asking is, does it sound like my filter isn't working properly? Or is that normal for an axolotl? If it's normal, should I quit doing the huge water changes so often and revert to the recommended 10-20 a week? I know my filter's motor is running, I can hear it, and I can feel the current if I put my hand near it. If anything, the current is a bit too much, I have it on the lowest setting, and I have the filter behind a tree decoration, the flow being dispersed by it's leaves.

Any feed back would be very helpful, thanks in advance.
 
What substrate do you have? Are you able to post a picture of the tank so people can see what you mean?
 
Thats usualy a bacteria bloom.. sounds like your tank is trying to cycle and it cant because of too many water changes... what kinda media innyour filter? What are your parameter readings? Aka amonia? Nitrites?? Nitrates
 
And what kinda filter? What size tank?
