Filter help

I have a 90 litre 23.2 (us gallon) tank and run an aqua one cf1000 external filter (says for 150/200 but aquarium owner said it would be fine), i got a new axolotl he is about 6/7 cm, i had my tank water about half full and the filter low down my tank but i changed my filter stand so the filter output only just reaches the top now. I filled the tank up to the top but now it looks like he is having trouble moving around the tank, i have a spray bar running across the back and tried facing it upwards against the wall, going across the tank but still no good, so my question is do i get a filter more suited to my tank size? or is their anything i can do to reduce the current like making my bar longer, or taking out more water or is their a way to block the current abit, Many thank, Callum
 
Use the valve on the outflow pipe to decrease the flow.
